Hi,

I did a check at a service and they detected an issue with the car. When the high beam is on, the low beam is off.

Was wondering what can the issue be and how to solve it.

I believe that is how the high beam operates for this car; one or the other, not both.

The safety officer told me it should be both. Can I get a confirmation from manual please?

Owners handbook (manual) just tells you how to switch between the two.
I do not know of any dual filament bulbs that can power both simultaneously in any vehicle.
The only requirement is to have a position/side (5w) light operating in the event of a bulb failure so you do not get mistaken for a motorcycle.

The headlight troubleshooting section of the 2007 service manual says (and I quote):

HEADLAMPS WILL NOT
SWITCH FROM HIGH TO LOW
BEAMS, OR FROM LOW TO
HIGH BEAMS

That suggests one or the other is on at any given time, not both simultaneously
