Some kind of substance was leaking from the bottom of my car, I went to take a look and it looked and smelled like dirty water, it had been raining for the past few days and I knew I must have run over some deep puddles, but when I took a glace I saw this uniform hole? IS THIS NORMAL?

i seen this the other day and thought the muffler was rusting out lol. i did not take i look that close tho. I just saw fumes coming out at start up lol.
