No light switch, no wiper stalk

Just picked up the car from the paint shop. First time ever steering stalks not functioning.
Dipped beam on all the time so drove home too tired to think.

Anyone know the answer?
Dipped beam stays on and nothing else works in any position. No wiper or washer front or rear. No indicators.
Horn works. Did not remember to try the hazards.

Everything was working perfect for the first time in a while so splurged on beautification.

What am I looking for? Fuses or Clock spring?

Were fenders removed for this painting?
No just a couple of corner scuffs on the bumpers.
I had this problem on my car and could not figure it out. Headlights just stayed on all the time.

I don't need headlight on this car, so I disconnected the headlight bulbs.
CAUSE - according to 'the web' - keys left in the ignition while working on the car overloads the alarm warnings. (The Tech denied doing that)

SOLVED - draining the residual memory power to reset the TIPM cleared the condition and all functions restored on reboot.

You can try disconnecting the battery and see if everything is back to normal.
Although the normal thing is to complain to the workshop in case they have touched something.
Once the battery is disconnected, press the horn and the brake pedal for a few seconds so that the energy capacitors are emptied, all this with the battery disconnected. Leave the battery disconnected for 10 minutes or more and then connect the battery.
Attention Not having the key on when connecting the battery can burn the control unit. Always with the key out of contact. It's very important.
